You have already answered most of the question Your options are unfortunately limited with a composite bed, but I do have an option for you. I recommend the DeeZee Specialty Series Storage Box - Chest Style - Poly Plastic - 3.6 Cu Ft - Black # DZ6535P. For a larger box, you can use the DeeZee Specialty Series Storage Box - Chest Style - Poly Plastic - 10.4 Cu Ft - Black # DZ6537P. These boxes lock with a padlock like Master Lock Shrouded Padlock # 37DAT. What are the option for attaching this to the truck to keep it from sliding around? Are their tie down holes that I could run a rope or chain through?

I do have an option for you but the DeeZee Specialty Series Storage Box part # DZ6535P or part # DZ6537P does not have tie down holes. You have a couple of options. You can secure tie down loops to the bed using a steel backing plate and tie the tool box down that way. You could also drill through the box and the truck bed to install hardware to hold the box down. If you decide to go that route I recommend to use at least grade 5 or higher bolts with two washers on each bolt along with loctite part # LT37418 to insure nothing will come loose. The easier option to secure the box is to attach the tie down loops to the bed.
