Most Stable Platform Bike Rack that is Budget Friendly

Hello - I am trying to decide between the Swagman XC 2-Bike Rack Platform Style for 1-1/4inch and 2inch Trailer Hitches, Item # S64650 and the Swagman XTC-2 2-Bike Platform Rack for 1-1/4inch and 2inch Trailer Hitches, Item # S64670. I have been reading a lot of reviews and am very torn on whether or not the extra $85 is really worth buying the XTC-2. My main concern is wobble/rattle when driving. I plan to use the rack mostly to drive cross country. Mostly pave highways, but sometimes dirt roads. Any recommendations on the best bang for my buck? Thanks,

Acutally I have a third option that in my opinion is the clear winner. The Hollywood Racks Trail Rider part # HR200Z is economically priced and is rock solid in the hitch it's installed in when travelling on the highway. It's very similar in setup as the Swagman racks you mentioned too.
Check out the test course videos I attached for all three racks and you'll see that the Trail Rider is the most stable.
