Does Loctite Get Used on All Hardware Used to Install Blue Ox Base Plates on a 2018 Jeep Cherokee

Question:
The installation video for BX1138 shows using Loctite Red on the bolts provided in the kit, but does not say anything about the factory bolts that are removed and reused. So, Id like to know if it should be included for the factory bolts or was the video correct in leaving that out?

I checked the instructions for Blue Ox base plates # BX1138 and have linked them below for reference. The instructions, under step 8, state to use the Red Loctite on all bolt threads. Since it does say all threads that would mean that any bolt used to install the base plates should have the Loctite.
