The Demco Classic Base Plate Kit # DM9518312 for your 2014 Kia Soul measures 21" center to center between the brackets. This means that your current fixed tow bar isn't compatible but we do have a solution for you.
I recommend using the Commander II Tow Bar # DM9511012 with the Classic base plate kit. This features adjustable arms and comes with safety cables. The whole kit is rated for 6,000 lbs so you won't have any trouble with your Kia Soul.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some recommendations for you.
From my research it looks like a 2014 Kia Soul with a manual transmission is the only model than can be flat towed. The automatic models would need to be towed with a tow dolly like part # RM-2050-1. You need to confirm this in your owner's manual and/or with your local Kia dealer.
