Question:
I want to haul a gift cart on the bed of my truck which requires the tailgate to be down while hauling my 32 foot travel trailer. Can I use the Brophy Hitch extender to clear the tailgate and haul my travel trailer using the weight distribution system?

The Brophy hitch extender part # HR26 that you referenced will give you an addtional 12 inches of hitch extension and can be used with weight distribution. It has a rating of 10,000 lbs of trailer weight when used with a weight distribution system but it also cuts the capacity of your vehicle's hitch by 1/3 due to the additional length.
