Brackets such as # C16448 do not mount to the base of your Curt R16 Round Tube Slider # C16560 so there is no correlation between the two parts.
Instead, you need brackets that fit your truck and for a 2004 Chevy Silverado the correct brackets are the Curt Custom Fifth Wheel Bracket Kit for Chevy/GMC # C16418. To add base rails that your R16 will mount in you can get a kit with the brackets and rails included, the Curt Custom Fifth Wheel Installation Kit for Chevy/GMC # C16418-204, which fits so long as you have a 6-1/2 or 8 foot bed on your Silverado.
