Is a regulator needed when using two 6volt batteries instead of two 12 volt batteries.

The Torklift Solar Power Kit # TLA7713 referenced in your question will work with both 6 volt and 12 volt batteries. You will only need to add an 8-amp regulator # TLA7715 if you are planning on using 4 or more batteries and you are connecting two of the TorkLift Solar Panels.
Since you are using two 6 volt batteries, you will not need a regulator. I have attached an image that shows the wiring instructions when using two 6 volt batteries that you might also find helpful.
