Can you use this to test plugs with out being wired in to trailer?

Technically, yes, but Hopkins 7-Way RV Style Trailer Connector and Tester # HM48503 is meant to work as a trailer connector and tester. If you only need a tester to check a vehicle side connector then # C73NR would be the way to go. Since # HM48503 is open at the back I do not recommend using it as just a tester since moisture and other crud could get inside and cause it not to work properly.
