Yes, the side walls on the Carpod Walled Cargo Carrier w/ Lockable Lid # M2200-01-02 referenced in your question can indeed be removed so that you can use it as a standard cargo tray. I confirmed this with my contact at Carpod.
This is a really nice, hitch-mounted cargo carrier that includes a lockable lid and a weather-resistant bag. When attached, the carrier sidewalls can also fold down for easy storage and access to the rear of your vehicle, or outward for easy loading and unloading. It will provide you with 13.25 cubic feet of storage space and is compatible with 2 inch trailer hitch receivers. You will just need to add a hitch pin and clip like # PC3 or a locking hitch pin like # 63232 to secure the carrier to the hitch.
