Hitch extenders are not rated based on Class III, IV, or V. The use of a hitch extension in most cases will reduce the tongue weight of your hitch by 50%. There is not a 10 inch option, but there are many similar sizes that may work for your application.
For instance, the Roadmaster Hitch Extender for Tow Bars--11 inches # RM-071 has a towing capacity of 6,000 lbs but only a tongue weight rating of 100 lbs. It is designed to be used for flat towing.
The Curt Hitch Extender for 2" Trailer Hitches - 14" Long # C45795 is rated for towing capacity of 3,500 lbs and has a maximum tongue weight of 350 lbs.
