is there a max speed limit you can tow with using this tow bar

The Blue Ox Adventurer Tow Bar with Adjustable-Width Arms - A-Frame - Car Mount - 5,000 lbs # BX7322 does not have a specified speed limit. The vehicle you are towing with it may have a recommended maximum speed, so I recommend checking the owner's manual of your towed vehicle for any restrictions on speed.
