will the TH9032 accommodate the Pedego step-thru Boomerang e-bike? Thanks,

Yes, the Thule Easy Fold part # TH903202 will fit and work well on your Pedego step-thru Boomerang e bike. This rack is designed for attaching to e bikes like yours that have a very low step through bike frame. If you check out the picture I attached you can see the rack securing a very similar style bike.
