The reason there are hitch classifications is to easily differentiate the different towing capacities for various hitches.
Generally speaking, the higher the hitch classification the higher the weight capacities will be for that hitch. So a Class IV will be stronger than a Class III which will be stronger than a Class II.

The Curt Trailer Hitch # C13035 that you referenced is a Class III hitch can handle 4,000 lbs carrying weight and 400 lbs tongue without weight distribution, and 6,000 lbs carrying weight and 600 lbs tongue when used with weight distribution.
