can I use this for smaller low-power items like a couple of household type lamps?

Yes, if you have a 30-amp 125V female power outlet you could install the male end of Power Grip RV Power Cord Adapter # CAM55155 and then connect to the female 15-amp connector any standard 125V household item like a few lamps so long as their total power draw does not exceed 15-amps.
