To address your initial question, yes, if you are using the Gen-Y Adjustable Receiver # 325-GH-316, that has a 12-1/2" rise/drop, then you will need to use the Gen-Y Adjustable Stabilizer Bar Kit # 325-GH-0100.

The reason being that the adapter hangs down so low that in order to use the lowest receiver normally and keep the weight capacity of 10,000 lbs requires some extra stability.

You will want to ensure that 12" of drop is exactly what you are needing by measuring from level ground to the top of the inside of the hitch receiver on your RV. You will then want to take your tow dolly to level ground and measure from the ground to the bottom of the coupler (with it sitting level to the ground). If your hitch receiver sits higher than your coupler then you need a drop, otherwise you need a rise. Simply subtract the smaller number from the larger and it will give you the correct rise/drop that you need. I have attached a helpful article that you can reference on this.

If you indeed need a ball mount with a 12" drop then I have an alternative option for you.

For a 12" drop ball mount that is compatible with a 2" receiver you can use the Convert-A-Ball Ball Mount # AMSC12, which is rated for 7,000 lbs. This uses a hitch ball that has a 1" diameter shank like the 2" hitch ball part # 63845.

The reason why you don't need that stabilizer for this application is that only the hitch ball is sitting 12" lower than your receiver. In the Gen-Y application they require the stabilizer so that you can retain full use of the hitch receiver in the lowest position.
