You can absolutely install a trailer brake controller on your 2018 Subaru Outback.
Starting with the brake controller itself, I highly recommend the Tekonsha Prodigy P3 # 90195. This is an excellent, proportional controller that will activate the trailer's brakes at the same time and with the same intensity that you apply to them in your Outback. It features an easy to read digital display and continuous diagnostics that will alert you to any potential issues. This unit is well known for its reliability and easy of use. I have attached a short video demonstration along with the written installation details that you can take a look at.
Then, the wiring components you will need to install the brake controller will depend on what, if anything, you already have on the vehicle. If your Outback does not have an existing 4-Way connector, you will need to start there. I recommend the Tekonsha T-One Vehicle Wiring Harness # 118467, as long as you do not have the Sport model. This custom-fit harness will install by connecting directly to the built-in ports located behind the driver side trim panel at the rear of the vehicle. I have attached an installation video on the 2017 model that you can use for reference.
From there, you will need the Universal Wiring Kit # ETBC7. This kit includes everything needed to install a fully functional 7-Way connector from the existing 4-Way, along with the additional wiring for a brake controller.
