Can this Curt ball mount be used upside down?

Yes, the Curt Forged Ball Mount, part # C45456, can be used in either the rise or drop position. It provides either a 1/2 inch of rise or 2 inches of drop.
I've linked an article to help you determine the amount of rise or drop you need to see if this Curt will work for you.
If you also need a hitch ball use part # 63840. A locking hitch pin, like part # e98881, isn't a bad idea either.
