Im looking at the Weathertech cargo mat for a 2015 Ford Expedition. Id like it to cover the third row seats when they are flat, but does it need to be removed if the seats are raised? what about if one seat is raised 60/40 split?

The part # WT40222 will fit your 2015 Ford Expedition and will go all the way up to the back of the second row of seats when the third row is folded down.
If you had the third row up though you'd have to go with the part # WT40223 instead as there's no way to do what you mentioned with a mat designed for covering the third row.
