I took a walk to our warehouse so I could check out the Optronics LED License Plate Light Kit # LPL12CKM2B. I measured the two mounting holes and they are just over 4mm in diameter so 4mm diameter hardware would be a good fit.
Since this light is compact and quite lightweight you will not need very long screws for installation. I would say two 4mm screws of 3/4-inch to 1-inch length would be ideal. I recommend using either stainless steel or galvanized hardware to prevent corrosion.
If you use the included electrical connectors for installation (rather than splicing into other wiring) then you will do well to apply some dielectric grease like # 11755 to those connectors to inhibit corrosion.
