I am receiving a wheelchair and need something to carrier it with. Im looking at the Curt Trailer Hitch Receiver - Custom Fit - Class II - 1-1/4 Item # C12339. My concern is ......will my vehicle support this carrier and wheelchair without dragging the ground???

Although the Curt Trailer Hitch Receiver # C12339 that you referenced has a Tongue Weight (TW) capacity of 350 lbs, from what I gathered by looking at the owner's manual for your 2000 Toyota Camry your vehicle may not be able to safely carry 350 lbs of TW.
On page 180 of the owner's manual is states that you cannot tow a trailer that weighs more than 2,000 lbs and then on page 181 is states that your trailer TW must be 9% - 11% of the loaded trailer weight. This means that your trailer can have a max TW of 220 lbs for safe towing. If your wheelchair and the carrier weight under 220 lbs then you will be able to safely carry it with your Camry.
However, if your wheelchair and carrier weigh over 220 lbs I recommend contacting your local dealer to see what they have to say about the TW weight capacity.
Please note that per the Curt warranty any non-trailer loads, such as a bike rack or your carrier, must be supported with a stabilizing strap like part # 18050.
