I have a nice leftover Stowmaster 500 tow bar. Which base plate would mount that to my 2008 wrangler with factory bumper, no winch?

Based on the information you gave, I believe you have a Stowmaster tow bar similar to Item # RM-501. This tow bar is compatible with most Roadmaster vehicle-specific base plates. I would recommend the Roadmaster XL Base Plate Kit Item # 1429-1. These will fit with the standard factory bumper on the front of your Jeep. If you need safety cables then you can use Roadmaster 68-Inch Coiled cables Item # RM-643. If you have a different bumper on your Jeep then let me know and I will find the correct base plate kit for you.
To flat tow your Jeep, you may want to consider the Quick Disconnect system for Roadmaster tow bars, a wiring kit, supplemental braking systems, and high-low hitch adapters.
The Quick Disconnect system for Roadmaster tow bars consists of both vehicle-side and tow-bar-side parts. Car-side brackets are available as Item # RM-222 and tow bar-side brackets as Item # RM-221. The complete bracket kit that included both vehicle and tow bar Quick Disconnect brackets as well as all hardware is Item # RM-201.
