What stops someone from just releasing the clamp to take the bike off?

The Inno Velo Gripper Bike Rack for Truck Beds - C-Channel Mount # INRT202 absolutely could be unclamped to take the bike if you only used a cable lock through the attached D-ring. I recommend using a cable lock like # e98891 and running it through the d-ring as well as another area of your truck like around your c-channel to further secure it.
You may even consider using a stake pocket D-ring like # T355 if you don't have another tie down location to secure to.
