If yor load weighs 16,000 are you ok with a 16k hitch or should I go with a 20k

For a 5th wheel trailer that weighs 16,000 pounds you will definitely want to go with at least an 18K hitch or higher. A 16K hitch could easily be overloaded so a buffer of 2,000 pounds in this case is the much safer option.
