I was wondering, on a 2017 Cherokee TrailHawk Jeep, does the stability control have to be turned off when in tow mode or being towed?

Per the User's Guide, the Electronic Stability Control (ESC) on your 2017 Jeep Cherokee Trailhawk should not be turned off when towing. The Full Off mode is intended for off-road use and should not be used on any public roadways.
You do need to make sure that you have a complete tow package for your vehicle. I recommend the Curt Trailer Hitch, # C13172 and wiring harness # C56208.
