Adjustable RV Hitch Installation To Frame Piece Holding 4 Inch Bumper

Question:
Adjustable RV hitch I have a 2003 Dutchman classic it has I-beam but it has a 4 inch bar coming from hiding for the bumper should I install this to the 4 inch they are about 16 inches long welded to the I-beam to support the bumper
