Question:
is the weight rating of a hub, 5 on 4.5 1200 pounds rated per axle or total trailer weight. IE is a pair of these rated for 1200 pounds or 2400 pounds total vehicle weight.

The hub ratings are for the axle capacity, and not the trailer weight capacity.
For example, The trailer hubs you came from, part # AKIHUB-545-35-EZ-K is designed for 3,500 lb axles. This hub includes the bearings races, seals, grease cap, and lug nuts. The individual hub capacity is 1,750 lbs.
