Question:

I am looking to buy the e98874 cargo carrier. Since it folds up and appears to have two places where you would put a pin would I need to get two pin locks? One where it connects to the hitch and one where the carrier folds up?

You'd only need one hitch lock with the etrailer cargo carrier part # e98874 that you referenced. There are two plain pins that allows it to tilt away from the vehicle so you can get to your back hatch or fold up towards your vehicle when not in use. There is one more bold that is permanent on the rack that's on the hinge which only allows it to pivot.

For a pin lock the part # 63232 would be a great option that would work well. It also doubles as an anti-rattle device so it will remove movement between the hitch tube and the rack as well.
