Yes, both the Roadmaster XL Base Plate Kit # 711-4 and the Classic Base Plate Kit # 711-2 for your 1994 Mazda Miata are compatible with all Roadmaster tow bars. I recommend going with the XL # 711-4 because it has removable draw bars which will give you more of an OEM look when you are not flat towing it.
Keep in mind that aside from the base plate kit you will need the tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter.
One of the most popular tow bars that we have is the Roadmaster Falcon 2 Tow Bar # RM-520. This is rated for 6,000 lbs which will be more than enough to tow your Miata. The RoadMaster 68" Single Hook, Coiled Safety Cables # RM-643 work great with this tow bar and the coiled design helps to keep them from dragging on the ground.
For vehicle tow bar wiring I recommend going with the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This will provide you with a quick connect or disconnect option for ease of use.
Since most states now require the use of a supplemental braking system while flat towing I recommend going with the SMI Stay-IN-Play DUO Supplemental Braking System # SM99251. This kit is very popular due to how easy it is to use once it is installed and how reliable it is.
You might need a high-low adapter to enable your flat towing setup to be level. I have attached a link to our selection of high-low adapters as well as a help article that will help you decide which is the best adapter for you.
Be sure to consult your owner's manual for any special instructions about flat towing.
