What type of screws would you recommend for a direct mount to my truck rail? Do you sell this hardward too?

Since the Hollywood Racks Truck Bed Bike Carrier # HRT970 is universal there is no recommended type of screws for different mounting applications. The only thing that we recommend is NOT using self-tapping screws. We do not carry any hardware for installation but you should be able to find the appropriate screws at your local hardware store.
Since the bike will not necessarily be locked to the bike rack you might be interested in using the 10' Long Cable Lock # e98891 to help deter theft of your bike.
I have included a demonstration video of the bke rack for you to review as well.
