Wondering if the cable can be replace while the valve is shut if the cable seizes up?

Yes, you could actually replace just the cable without having to remove the whole valve depending on the design of the valve. Take a look at the picture I have included. You can see that the cable is secured to the valve using a set screw. So you would loosen that, pull out the old cable, put in the new one, and tighten the set screw back down. If your valve is set up the same way then it can be done.
