Will this roof rack fit on the crossbars that are already mounted on a Subaru Outback?

The Rhino-Rack Universal Load Assist # RR-RUSL is designed to fit on certain specific roof rack crossbar profiles including their own Vortex Aero elliptical and heavy-duty bars and similar bar shapes from Whispbar and Thule. However, this item is not meant for the sometimes very wide factory cross bars like those found on your Subaru Outback and other vehicles.
Kayak carriers that will fit on your factory bars are shown on the linked page. These include J-style carriers like # S510 and saddle style carriers like # RR570.
