Our 2015 forest river re has a flexco single step I would like to swap it out for a double. I have exactly 25 inches between the welded brackets . Is there a two step with 25 inch max width?

Sounds like you currently have the part # SMFP-1100 which has the dimensions you mentioned. The double steps like the # SMFP-2100 have these dimensions:
Step dimensions: 24" wide x 9" deep
Mounting base dimensions: 26-1/8" wide x 8" deep
Bolt hole pattern: 24-1/2" wide x 7" deep
Drop/rise:
4-11/16" From top of mounting bracket to top of first step platform
7-7/8" from the top of the first step to stop of second step platform
Threshold: 13-5/8" from the top of the mounting bracket to the bottom of the second step
