Curt 2-inch hitch cargo carrier # C18110 offers a 300-lb load capacity and a shank with 3-3/4-inches of rise. The side rails are 2-3/4-inches tall. This is a fixed carrier that does not fold up against the vehicle.
The etrailer cargo carrier # e98874 has a shank rise of 2", it has a 500lb weight capacity and plenty of tie down points. It does have rails that could interfere with your haul.
The Reese # 63153 has a 2-1/2" rise in the shank. It also has rails.
These would all be good choices.
The two linked articles on hitch cargo carriers will help you decide on your best option and show how to measure to confirm compatibility with your spare tire.
