Yes, the Curt Class II Drawbar, part # C45520, is included with the Curt Class II 1-1/4 Inch Hitch, part # 12339, for your 2003 Toyota Camry. It will also include the Curt Class I and II Pin and Clip, part # F-4. I am including a link to a video of this Curt hitch being installed on a 2003 Toyota Camry.
To complete your towing setup, you will also need the Tow Ready 2 Inch Hitch Ball, part # 19258, or the Tow Ready 1-7/8 Inch Hitch Ball, part # 19256 and the Tow Ready T-One Wiring Harness, part # 118308. See link at bottom of page of the installation instructions for the T-One wiring harness.
If you will be using the Curt hitch for a non-trailer load like a bike rack or cargo carrier you will need to use a stabilizing strap like the Curt Bike Rack Strap, part # 18050. It is required by the manufacturer (Curt) to give extra support to the hitch accessory. Failure to properly support these loads will void your hitch warranty from Curt.
