Why Does a 12 Inch Trailer Wheel have a 13 Inch Diameter Overall

My tire on the boat reads 5.30x12 but the rim measures 13inch across

Wheel diameters are not measured using the overall diameter. The are measured for diameter where the tire sits so the diameter is less than the overall diameter of the wheel. With 5.30-12 tires you have 12 inch wheels so tire # AM10066 will fit.
