What Bracket Does the 3 inch Bracket Fit Tip for K71-725-02 Refer to

Question:
The disclaimer on the bottom of the specifications states this kit cannot be used with 3inch tall brackets. What brackets are of concern? Brackets on the axle or the brackets on the trailer frame?

The brackets the fit tip for the # K71-725-02 is referring to is the bracket the axle fits into. I attached a picture that shows the bracket they are talking about.
