Could I buy just the mounting hardware i.e. without the handrail?

The hardware for the Stromberg Carlson Folding Handrail # AC-530 is no longer available as a kit. You would have to purchase the entire kit. If you will be drilling and mounting into a stud you will only need the correct screws which are as follows.
(6) #14 x 3” Phillips head mounting screws,
(2) #8-32 x 3/8” pan head screws for securing mounting bracket covers.
