How is Hole Enlarged Typically on 2011 Honda CR-V to Install Curt Trailer Hitch

Question:

Hello Im installing the 2011 Honda CR-V Curt Trailer Hitch Receiver Class I - 1-1/4inch part number C11555 and the metal bridge that goes between the two large screws and the actual hitch is just every so slightly too big to go through the access hole at the bottom of the CRV carriage. Im trying to do this myself and i was wondering what the best recommendation was for enlarging the access hole. Would a simple rotary tool be enough? Thanks for your help.

To install the Curt hitch # C11555 you only need to shave down the edge of the holes slightly until you are able to slide in the 1 inch x 3 inch spacers. This can be done with a metal file or a rotary tool like a dremel like you mentioned would work as well.
