Some Electric Brake Controllers aren't compatible with Electric over Hydraulic Brake Actuators like the # HS381-8067. You may want to check the compatibility of your brake controller with the system you are using. If you have a GM factory brake controller, they are not compatible with EOH systems. If that is the case, your best choice is to use an aftermarket brake controller, like the Tekonsha Prodigy P3 # 90195, which is compatible with these systems. I've attached an article to help.
If your brake controller is compatible, I suggest using a circuit tester like # PTW2993 to check the pin functions on your vehicle socket to ensure they are working correctly and then check the trailer when connected to determine the issue. If electric components are all working correctly, then I suggest bleeding the brake lines of the hydraulic system.
If you need further assistance at that point, I'd be happy to help.
