I have a 2014 jeep wrangler with 285/70/17 tires. I tried a 33inch tire cover from pepboys but did not fit. What size do you think I need.

I'm surprised the one you purchased didn't fit since your tire has roughly a 33 inch diameter. My guess is that it couldn't cover the width or your tire has deep treads that push the cover's limits.
With that being the case a cover for slightly larger tires is the way to go. If you like the idea of showing off your rim on the back of your 2014 Jeep Wrangler the Rampage Display Spare Tire Cover # RA783535 is a great option.
