We have several different universal-type of hitches but none specifically for 1-1/2 inch steel tubing (which I assume is round tube). The best solution for you is going to be to have a receiver tube, # E-9, welded onto the tubing by a professional welder. It would probably take about 5 minutes to weld on and I am certain they would not charge much for this installation. Welding services can be found all over. Check your local Yellow Pages (if they still exist) for welders, machine shops, mechanics and so on.
If you are towing on roadways at all then you will also need to have a trailer connector installed on the vehicle. I would need to know if the dune buggy has lights and if so if the brake and turn signals are on the same bulb or if they are separate.
