Can a High-Low Trailer Hitch Adapter # RM-048-8 be Used To Raise up a Cargo Carrier

Question:

I have a 2007 Honda Odyssey and installed a rear hitch Part #87479. When I try to use a rear hitch cargo carrier Part #52018 I run into 2 problems. First because the carrier sits low, the heat from the exhaust pipe hits the cargo and therefore I cannot use all of the space on the cargo carrier. Second, when the carrier and vehicle are weighted, the carrier sits too low and scrapes the ground when going up/down driveways or uneven terrain. I want to carry between 200-300 lbs of cargo on the rear carrier. Can I use this 8 inch high low adapter with a 400lb TW to solve my problems?

The Roadmaster High-Low Hitch Adapter, # RM-048-8, is only designed for tow bar applications. I do have another, more cost effective solution. You could use the Curt Multipurpose Ball Mount, # D210. Though it is designed to tow while carrying a cargo carrier or bike rack, you can use it to just carry a cargo carrier. The rise on the receiver is not as high as the High-Low adapter, but the receiver portion has a 350 lb tongue weight.

I dont understand the logic here. A 350 LB tongue wt , 7500 tow capacity product is safer or more suitable than a 400 LB tongue weight, 10,000 tow weight extension, for carrying a capacity of merely 200-300 ponds???
