Boat Trailer Brake Setup for Spring Axles and Torsion Axles

Question:
Two axle boat trailer. One axle has brakes. Typically would it be the front or rear axle to have the brakes?

If the tandem axle trailer uses spring axles then the one axle with brakes should be the rear axle. If the tandem trailer uses torsion axles then the one axle with brakes should be the front axle.
