Do you offer a 12inch hydraulic brake that would allow me to brake on command in both forward and reverse?

Yes we do carry brake assemblies that do allow for braking in reverse and forward. The assembly you referenced is a free-backing assembly. Typically people with surge brake setups prefer this style since it allows the trailer to reverse without the brakes locking up.
But for a 12 inch assembly that will activate in forward and reverse we have the part # AKUBRK-7R for the right side and # AKUBRK-7L for the left side.
