How to Lock a Plastic Cargo Box to Aluminum Cargo Carrier

Question:
I have a 48 gal. Rubbermaid cargo box that I would like to secure to this hitch carrier. I would like for it to be as theft proof as possible and attach it to the carrier rather than strap it with cable locks. Do you have any recommendations for attaching the box to this carrier? Thank you for any ideas you can give me!

If you are okay with drilling into the floor of the box your best option would be a cable lock like part # e98891 that you could route through the floor of the box around the cargo carrier and then back around the top of the box to lock it shut as well.
