I walked out to the warehouse and looked at Dutton-Lainson Hand Winch, part # DL14125, to verify. Yes, part # DL14125 has a ratchet action that clicks into each gear while turning in the wind-in direction, but for wind-out, just spins without stopping. There is a lever on the unit that you must turn down to wind-out, the handle turns as you wind-in or wind-out.
