would this jack fit a 2x3 trailer tongue? thanks

The etrailer # TJBB-2001-B Snap-Ring Swivel Jack you referred to will fit trailer frames up to 3x4 inches. It'll fit your 2x3 trailer frame just fine as the mounting brackets have a series of holes that allow them to fit trailer frames of various heights.
