I would like to know the OD of the head of the screw so that the holes in decking can be countersunk and pre finished.

I was able to go out to our warehouse and find that the outer diameter of the # TFX150ACQ 1-1/2 inch long Torx Trailer Liner Screw for ACQ Treated Wood for you.
I found using a digital caliper like # PTW80157 the head has a diameter of 0.458 inches.
