Do the Mounting Screws of the 2178 Also Secure Controller to Bracket

Question:
Does this mounting kit come with the screws that screw into the brake controller. The picture shown just shows coarse thread screws instead of the machine threads required to go into the brake controller itself. I realize you need the screws shown to mount the bracket under the dash. But what about the screws the screw into the brake controller?

The included screws of the part # 2178 are the ones that get used to secure the bracket to the controller as well as the bracket to the vehicle.
I attached a picture that shows the screws being used for the bracket to the controller.
