If your 2000 Chevy Express Van has the tow package then the 4-way wiring harness you will want is the # 118240.

If you do not have the tow package then the # 118377 would be the correct 4-way wiring harness for you to get.

To adapt these 4-ways to a 7-way plug, you will want the # ETBC7. If you don't already have a brake controller, I recommend the Tekonsha P3 # 90195, because of its easy user interface. The P3 is a proportional brake controller which means it senses how the tow vehicle is slowing or stopping and applies the trailer's brakes with the same intensity. It also has a full display screen instead of codes that need deciphering. The Tekonsha P2 # 90885 is like the P3's little brother, it has all the great qualities but doesn't have the display of the P3.

The issue sounds like a poor ground connection. When you have an insufficient ground, the trailer lights can do all sorts of weird things. When the headlights are on, the lighting system is pulling maximum amperage, which is when a problem would show up. If you have the T-connector white wire grounded to the inside of the van, make sure the ground screw goes through a point where two pieces of metal are lapped together for a more substantial connection. Check the ground connection on the trailer, making sure the connection is secure and not corroded.

Another culprit to look out for is that each connector is plugged in on the correct side of the vehicle. The connector with the green and white wires plugs in on the passenger side. The connector with the white, brown and yellow wire plugs in on the driver's side. This can cause issues without realizing it because they make the plug connectors the same shape and they will easily fit where they don't belong.
